Players will be given 150 points to generate their characters. However, you may only spend 108 points on attributes. This is actually very reasonable, in that you could build a character with thirteens in all 4 attributes. Furthermore, this restriction is only applied toward the 4 main attributes (ST, DX, IT, HT), it does not prevent you from putting additional points into will or extra hit points. All characters start with Literacy and $1000.
The players are responsible for generating their own backgrounds. The only stipulation is that they must provide a reason or justification as to why they are on the payroll at Columbia University, usually working in conjunction with the American Museum of Natural History in New York City.
