With drop tail routers, TCP controls against queue full

This causes huge delays and/or delay variance
See RFC2309 "Recommendations on Queue Management and Congestion Control in the Internet"

Have observed single tuned flows causing 1.2 s RTT
Zero current users have well tuned flows!
