Which has less overhead?  Sending 1 Tbyte of data as:
1,000,000,000 1kB packets
1,000,000 1MB packets

However the costs are in different layers!

The LAN industry has optimized their part of the cost, at the expense of huge overheads in other parts of the stack

How did this happen?
