ATM Policer Failure


A policer measures (but does not delay) traffic.  If the traffic exceeded some policy threshold, the policer drops everything until within policy (leaky bucket, etc)

No bottleneck below police rate implies no queue
Nothing to smooth TCP traffic
All traffic arrives in "infinite" bursts
No congestion signals
except punishment
